The permits
Your job needs an electrical permit in most cases, with a licensed electrical contractor doing that part. You also need a gas permit if we are modifying or removing a natural gas furnace or boiler, which makes it a conversion issue rather than an installation one. Technical Safety BC allows homeowners to apply for electrical and gas permits, but the Energy Savings Program requires a registered contractor.
Why the refrigeration permit almost never applies
Standard residential heat pump installations in single-family homes rarely require a refrigeration permit. It only applies above 5 kW rated capacity in a residential building of five or more self-contained units, or where we would be using a toxic or flammable refrigerant. Where it does apply, the work needs a valid class REF contractor's licence.

The contradiction worth knowing about
Technical Safety BC lets you apply for electrical and gas permits yourself. The Energy Savings Program requires a registered contractor and will not accept self-installation. Both are true and they point in opposite directions: you are allowed to pull your own permit, and you will lose your rebate if you act on it.
What sets the rebate
Start with your income, not with what we are taking out. The Energy Savings Program is income-qualified, and if you are above the threshold you get $0 whatever equipment we put in. Rebate amounts depend on your income level and current heating source. Electrically heated homes reach up to $13,000 at Levels 1 and 2, while fuel conversions land in Level 3.
The Home Renovation Rebate is a different program
If you are on electric heat, this is the program you almost certainly qualify for, and it has no income test at all: up to $4,000, one amount. If you also qualify for the Energy Savings Program at Level 1 or 2 you can do better than that.
The order the paperwork has to run in
We make sure your rebate application steps are completed properly before work begins. Eligibility codes for the CleanBC Energy Savings Program remain valid for 3 months. All program requirements must be completed in order to receive your rebate.
What disqualifies a property
The CleanBC Energy Savings Program covers homeowners in ground-oriented homes. The program is designed for ground-oriented homes rather than large condominium complexes. If you already have a heat pump, neither replacing it nor adding a head to it is eligible under either CleanBC program. If your electrical panel needs an upgrade, the Energy Savings Program includes an add-on grant to assist with that cost.
